EN 17353 was created to fill a gap. Many jobs do not justify full high-visibility clothing but still require the wearer to be seen: warehouse work, agriculture, utilities, maintenance, outdoor work in low traffic.

The standard replaced EN 1150 (non-professional clothing) and EN 13356 (visibility accessories), though both are still seen on the market during the transition.
